The Birthday Candle Rod needs all 11 anniversary fish, and six of them come down to luck you can't buy. Each of those six has a fixed chance on any catch, anywhere. The rarest is 1 in 800.
Run the numbers on all six together and you need about 1,264 catches on average to collect the set. The event runs through October 6.
The other five live in Anniversary Pools, which show up about once an hour. The pools are the easy half, Leviathan aside.

The six global fish and their odds
Any water, any catch. The wiki lists each one with a fixed chance, so the usual luck stacking does nothing here.

What those odds add up to
Add the six together and roughly one catch in 63 is an anniversary fish of some kind. The trouble is the duplicates.
The Present turns up four times as often as the Balloon. By the time the Balloon arrives, you'll usually be sitting on a pile of spare Presents.

The median is 1,089 catches, and one player in ten will still be missing something at 2,221. Even after 1,000 catches, there's a 29% chance you haven't seen a Balloon.
Nearly all of that tail is the Balloon.
Starting late? Catch speed matters more than anything else this event. A rod that lands fish fast beats a luck rod here, because luck doesn't move a fixed roll. Our Fisch rod tier list shows which rods actually reel quickly.
The five Anniversary Pool fish
Pool-only. The wiki gives weights, not percentages, but that's enough to rank them.

The Leviathan is the real wall.
Its weight is 1 against the Floppy's 80. On top of that, the wiki marks it progress-locked with a -95% progress speed, so even hooking it isn't the end of the fight. Land it and you get 50,000 XP for the trouble. The Floppy and Ducky will come on their own while you wait.
How the pools work
A pool spawns roughly once an hour and stays up for about 15 minutes (TheClick, Treyex and Bloxodes all agree). It appears at one of four places:
- Castaway Cliffs
- Forsaken Shores
- Roslit Bay
- Snowcap Island
A global chat message names the island when one spawns. Keep chat open and a fast boat ready, because a 15-minute window shrinks quickly if you're sailing from the far side of the map.
Anniversary Pools are separate from the Lucky Pool rework in the same update. Lucky Pools now spawn two at a time every 5 minutes and give a 15% chance at the Jackpot mutation, per the 2.04 changelog.
What each candle gives you
Only candle 11 is on the wiki. Bloxodes and Treyex agree on the rest:

Candle 5 is the one to plan around. The Anniversary Totem summons a pool on demand, according to those guides.
Don't fire it the moment you get it.
Your first five candles will almost always be the common fish, so by candle 5 you're probably still missing the Isonade, Squid or Leviathan. Save the Totem for when no natural pool is up and you're down to pool fish only.
Is the Birthday Candle Rod any good?
The burn and the cake make it a quick reeler. The mutation is the weak link.

Its ability does three things:
- 26% chance to apply the Birthday Candle mutation.
- Catching a Birthday Candle fish drops a cake worth +65% progress on your next fight. The wiki lists +46% against progress-locked fish but flags that number for verification.
- Every 3 catches, a burn kicks in during the minigame: +2% progress every 0.5 seconds.
That quick reel suits a mutation-farming rod, which makes the mutation the problem. Birthday Candle multiplies sell value by 8x. The same update raised Snowy from 6x to 10x and Flora from 7x to 10x, so the event mutation launched below two buffed regular ones.

A plan for the last day
- Redeem Happy2ndYear first. The 25 Cupcakes are your bait for the whole event, and the code dies October 6 at 18:00 UTC. Enter it in Settings (full list on our Fisch codes page).
- Fish with Cupcakes near the cake between pools. Every catch is a roll for the six globals, and Cupcakes give a 10% shot at the 8x mutation on top.
- Drop everything when chat announces a pool. The Floppy and Ducky should fall quickly. Stay for the Mythicals.
- Turn in every new species right away. Candles pay out Cupcakes, so cashing in early keeps you stocked.
- Hold the Totem until you're down to pool fish and none is up.
Last caveat: there's no confirmed shutdown hour on October 6. If you're short a Balloon late on the 6th, assume the event could close at any time and don't count on a full day.
