Where to Find Doug
Location: The Laboratory. That is the oil rig sitting near Roslit Bay at coordinates -1785, 130, -485, added way back in version 1.21.0. If you have never been up there before: climb the rope near the Shipwright to reach the top of the rig.
Doug is not the same NPC as Dr. Crookspine, so do not get them confused. Dr. Crookspine sits inside his lab at the top of the rig and hands out the Glimmersuit Boots quest — three Exotic fish, cross-region, no rod required. Doug is stationed near one of the light houses at The Laboratory, and his quest is the one that ends in a Stage 10 rod.
Practical tip: the Shipwright rope is the only fast way up the first time. After that, the oil rig’s outer platforms let you cut around without re-climbing. If you have never been to Roslit Bay, you need to work your way there through the mainland questlines first — The Laboratory is near Roslit Bay, not somewhere you can teleport to blind.

1. The Minigame Smash
"At the start of the minigame, a Crowbar will appear and start smashing around, granting the player two lots of 5% progress and one lot of 15% progress."
Do the math: that is 25% of the progress bar handed to you before you even start reeling, if all three smashes connect. Is Crowbar Worth It Over Olympian Godbreaker?
Short answer: they are different tools, and you want both.
Olympian Godbreaker pulls ahead on raw stats (265% Luck, 98.1% Lure Speed) and has a Cragged/Gravitas value passive of its own plus a black-hole style third passive that hands you extra fish on Starcaller procs. That makes it the go-to for grinding areas with rare targets, because the Luck stat lifts your Legendary+ hit rate directly.
Crowbar trades a chunk of Luck and Lure Speed for a massively higher Contraband-tier mutation ceiling. A Godbreaker session gives you more chances at rare fish; a Crowbar session gives you more sellable value out of the fish you actually pull.
Real-world play pattern: use Godbreaker to build up bestiary and hunt rare catches, then switch to Crowbar for pure C$ farming runs where the goal is to convert time-to-hook into cash-per-hour as efficiently as possible.
